Announce a flagship phone at CES on January 6th. Tell the world IT WILL BE released in Q2. Then wait until the End of Q2 and say, Due to feedback from consumers at CES we have decided to enhance your experience by delaying the phone until the end of August and tell you nothing between now and then...
No you are right, why anyone would be PO'd at moto is ridiculous... :-X
Some of the company spokespeople at the CES said Q2 which was widely reported but their press releases have been a bit more conservative as far as what they were going to release it:

And it doesn't state Q2 or any date for that matter.
It's not until the "oops, we screwed up and have to redesign it" that Moto put a release date in their press releases:

It was still a mea culpa for Motorola since it turned out the device as shown at the CES couldn't be released. When that first happened the big point of contention was whether we'd be happier seeing Moto releasing a substandard, crappy product or to delay it some and come out with something that was rock solid.
After the second "summer" press release was when we started going wild with July, August and so on releases and got ourselves in a lather over it. Then again before the redesign press release came out there was a flurry of speculated release dates there too.
Motorola definitely deserves some blame not being able to release the Bionic. So be it, they likely lost a ton of sales to the TBolt, Charge, Revoltion, et al. because they didn't have an LTE product out.
Don't get me wrong, I'm very eager to get my hands on it and have stated that the wait is rather tiresome. But in spite of that, my current phone still works, the sun still comes up, and despite some people's wishes, I still draw breath.
Move on as you see fit, it's your money and your choice. In one respect, for now, Motorola is safe: there are no dual core LTE phones on the market.
