The notifications bar on my phone won't drag down, how do I fix this?

the notifications bar on my phone wont drag down how do i fix this

I have a droid maxx it won't drag down I tried tapping it and opening it while in a app but I have got no results I am completely lost

If you're sure that phone has that feature, Try a Cache Partition wipe.

..... also if there is a case magnet near that area it can temporarily make it unresponsive until removed.

Wipe the Cache Partition? Thus:
