I doubt you will ever hear a manufacturer admit that a delay is being caused by persistent software bugs. It's bad PR, makes the product look unreliable. Only the real geeks would appreciate this kind of candor, the average buyer would be scared away.
I am hearing that the last problem with the official OTA release of 2.2 is the OTA software itself. I don't know the ins and outs of the OTA APIs, but apparently the stock 2.1 release as implemented on the Epic does not implement all of the OTA APIs, or they are buggy, and the 2.2 upgrade requires one or more of them to be able to update without bricking your device. The delay has been to develop a workaround.
There's really no way to release this info without Sprint and Samsung pointing fingers, so they're just both keeping quiet.
The only other alternative would be to release the update as download-only and force you to update via USB from a PC. This may be why the leaked 2.2 update seems to have no problems.
Take that info for what it's worth. Once it's officially available, if ever, they'll never tell us what the delay was about anyway.

If this is true, then here's a suggestion: offer it as a downloadable update while working on OTA. That way, the more technically inclined (mainly, people like the ones who visit this and other similar sites) get what they want, while the unwashed masses would simply wait in blissful ignorance in the meantime.
