This is a good ploy to suck you in.
People will start using it and if you don't call to cancel by 5/15 it will probably start showing up on your bill. (This is a guess to how it will work)
I don't know if they can do that, but what they can do is get people to use it and then have people realize how cool it is and they keep using it, but forget that they only have it free until May 15th. Then on their next bill they realize that they screwed up so they call and have them add the $20 fee to the line.
They are probably hoping that they get a lot of people hooked on the mobile hotspot idea with a phone this fast. If they do, then they may just make enough money to make the tiers not so bad.
