Touch Screen Not Working Properly When Charging

When I'm charging my S4, keyboard suddenly slows down, it responses my touches too late. I mean it becomes impossible to type fast and right. I feel like it's because of the touch-screen, because not only keyboard, but also scrolling down, opening the lock screen by swiping, etc. also response too late.

I don't remember having the same problem a few months ago.

Why do you think this happens? Do you think it's fixable?

Same thing happens on my Moto G. Overheating, maybe? I'm kind of new to Android, so Idrk...

Probably due to the fact that the processor cores are highly in use during charging. I can also notice some general lag during charging, and I started to use apps to monitor the system - the processor usage is then pretty high.
