Universal switches have been turned on but only enabled tap, so I can NOT swipe to access

When I turn on my phone it just has a blue boarder around the phone service name at the top left of my screen and I can not do anything but tap the screen. I need to swipe to unlock the phone to be able to change the settings but I cant get into my settings.

Any suggestions how I can get into my phone when I can not swipe?

I have a Samsung Galaxy S6

Please help
