Apparently it is random, I ordered 10pm on the 27th and have yet to see a charge or shipping notice. I'm actually a little annoyed about that.

I preordered so I could receive one in 2-3 weeks. I'm receiving one in 2-3 weeks.
If I recall correctly, there wasn't even information available about preorders from other vendors or in-store releases at the time I ordered. If that mattered to me, I would have waited to find out.
When other people receive their tablets is irrelevant to me. People may have ordered from Google expecting to be at the front of the line, just as people whipped themselves up into a frenzy expecting a July 12th shipment date, and are now convincing themselves there should be a shipping refund or extra perks. They created their own expectations, which were then disappointed.
Could Google have forestalled this with better communication? Sure. But it's not up to Google to tell people not to concoct expectations out of thin air. 2-3 weeks is what they were told. 2-3 weeks is what they're getting. If that's disappointing, well at least now they know not to order from Google Play anymore.
A pre-order is an order placed for an item which has not yet been released. The idea for pre-orders came when people found it hard to get popular items in stores due to their popularity. Companies were then given the idea to allow people to reserve their own personal copy, before the release, which has been a huge success. Pre-orders allow consumers to guarantee immediate delivery on release, manufacturers can gauge how much demand there will be and hence how large initial production runs should be, and sellers can be assured of minimum sales. Additionally, high pre-order rates can be used to generate publicity to further increase sales.

For those who have received an email saying their device has shipped, what storage capacity did you order and what date? I ordered a 16gb on 6/28 and still haven't gotten an email. People seem to believe that only the ones who ordered the 8gb model are the ones who are getting shipment information emails.

You want to know where it's written? It's the historic and popular understanding of just what a pre-order is. Google said that release was 2-3 weeks. Nobody denies that. They are within that time frame. Again, nobody denies that. The point you are missing is that pre-orders are supposed to arrive at launch, not after. The entire purpose behind paying a 2-day shipping charge (on a @#%ing Friday no less, ridiculous) on a pre-order is so you don't have to wait until some arbitrary time after release. We preorderers are essentially a "second wave" of orders, not the first.
The outrage here and elsewhere is further evidence that pre-orders are expected to work like that. If there was no such understanding, then this complaining and argumentation wouldn't happen in the first place. You must be new around the block to purchasing things over the internet you think preorders mean "you get one some after release." Who the hell would ever pre-order then? You think we thought as we all preordered, "man, I can't wait to get this after everyone that preorders at gamestop!"

Here's an incident where a Best Buy employees apologies for a customer not receiving their pre-order for Mario Kart on release (note the customer also has the same implicit understanding of pre-order we all do):

This, of course, is not necessarily true when pre-ordering from a third-party source, as it is understand that the third-party must send it to you after they receive it. However, when pre-ordering from the primary source it is understand that they get it when everyone else gets it. Not only did stores receive it first, ahead of time, Google didn't even SHIP it until after release. People wouldn't be so mad if it weren't exactly the same day--having it shipped after the day of release pretty much overrides the point of paying a premium in shipping ordering early when the stores are just going to get it (and sell it) first anyway. Might as well have camped outside the store before it opened, or pre-ordered there! Google didn't say a word about any of this, so the ball is entirely within their court.

Hey guys, never posted before, just wanted to let everyone know I ordered a 16GB version from the Playstore on July 10th. I've been checking this forum for days looking for updates. I finally just got ready to go to bed and I got my email from the Play store saying my Nexus 7 shipped. Tells me I can track the package on UPS but it may take up to 24 hours for tracking info to appear. My wife and I are expecting our first baby any day now, hoping to get this so I can take it to the hospital...
