Is the Inc 2 a better phone?
Just depends on your personal preferences. They're pretty comparable spec-wise with the exception of the Charge being 4G capable. But unless you live in a 4G area, that benefit is moot. I don't, and I don't expect Verizon to turn on 4G here any time soon, so I'm perfectly fine without it.
Screens are the same resolution, Inc's is 4 inches, Charge's is 4.3. That means the screens will display the exact same thing, just a little bigger on the Charge. If you're not fitting more on the screen, to me, a larger size is pointless.
Both have similar front and rear cameras. The Incredible 2 has a real, honest to god, notification led. Incredible probably has better build-quality (I found the physical buttons on the charge to be extremely flimsy). Incredible has a reportedly weaker antennae (hopefully not an issue), currently has official Gingerbread but can't yet be rooted (after the Gingerbread OTA). Charge is still on 2.2 and, well, it from Samsung, so got only knows when it'll get an update and/or how buggy it'll be.
HTC has been unlocking bootloaders during updates, although they haven't mentioned the Inc 2 specifically yet. But in all likelihood, it'll be hacked soon enough, as HTC seems to have a more robust dev community in general.
Personally, assuming I don't have any signal strength issues, I'll be perfectly happy with the Incredible 2. It feels better, it's a little smaller and I have no real need for 4G mobile data at this point. It'll easily last me well beyond my next upgrade legibility.
