That's precisely why. We who bought the unlocked version unfortunately usually get these updates after all of the big carriers approve them - so far I've seen Sprint, T-Mobile and Verizon push this out, so fingers crossed AT&T will soon so we'll be eligible.

The reason why the update loads and turns off and loads again while reboot is it's not on project Treble, pixels and phones on android one are thsts why the updates take longer to update your phone , Samsung was supposed to jump on this but haven't yet.

You are confusing seamless updates and project treble. Project treble makes it where updates can happen faster because they can update certain parts without having to update everything. Seamless updates are where your updates can install in the background. Samsung doesn't seem to care about doing this because you have to have two separate partitions for it to work and they don't do that on their phones. Personally I prefer this to seamless updates. Because it happens in the background my Pixel seems to take forever to do an update. Pixel will load the update while you use your phone and then reboot.
Samsung will download the update then reboot to load the update that's why you see the blue screen android updating.

As you can see from the links, project treble is supported on Samsung phones and should help them put out their updates faster. They do not however use seamless updates.
I don't think you can say they don't use it because if it supports it, it means they have the two partitions. I just don't think they care about getting them out quickly. Although, Pie came out a little sooner than other OS's have. It came out before the new phones came out.They are supported but dont use project treble as they take way to long between major OS updates

Anyway, my main point was, they're not the same thing.
You can have two partitions and not support seamless updates. Samsung chose not to support this. In order to support project treble, you have to have two partitions as far as like the vendor stuff and the Google stuff. Here's an article where they even talk about using treble on the S9 over at XDA.They definitely dont have 2 partitions,
