Tap on the little watch icon at the top of the system update screen on the watch. I think it's 5 times, but I just tap until it tells me the update is downloading.

Thanks - exactly what I meant and just tried. Nothing. I even tapped 40 times.

Finally it allows you to transfer to a new phone and keep your settings and setup instead of resetting the watch and redo the setup every time!

Much better

Is it like on the Galaxy Watch where you can switch to a new phone, but then can't switch back to the old one?

Ok I just switched back from my pixel 8 pro to my pixel fold and yes it allows me to switch back. The caveat is you need to, on the phone you are switching back to, is go into the watch app on the phone and tell it you want to reset the watch. After that it will search for a new watch. When you select transfer watch from your watch your phone will see it and it quickly transfers to your phone that you are wanting.

I hope that just made sense.
