Weird pop up message.. How do I resolve this

So I started getting this tonight..saying I have a slow connection... Took a screen shot over speed test on cell data.. Not sure why.. I also did install amazon video. But I Uninstalled it and anything amazon thinking that was it. I have rebooted. Thanks.

Did the reboot help? Also, does the message show when you are on a WiFi connection?
 
no on the reboot.. for kicks I wiped the cache partition while I was at it. I booted into safe mode and it does not do it there. The message has shown on wifi.. but only once that I've seen. turn wifi off and message starts to appear.
 
It's an app you've installed that's causing this pop up. That's why it doesn't show up in safe mode.

I've had the same message popping up on my Sony Z3 (T-Mobile) since this morning. I did not install any new apps recently and it just started today. I tried a restart and it did not fix it.
 
no, it pops up repeatedly and randomly even on the home screen.

I am guessing it has to be a 3rd party app you have installed. Something running in the background. And I would further guess some sort of media player. I have never had that pop up on mine.
