I don't know if I'm going to VZW any longer, just got off the phone with them and if their attitude is any indication of their service they don't deserve my $800 + activation crap fees.
I actually am not sure if it applies to something like the XOOM, since a contract of some sort is involved. I was told you have only 14 days for a full refund and 90 days for an exchange of some sort.

When chatting with the kiosk guy in Costco today, he indicated that as this was a Verizon product, their return policy would be in place - not Costcos. He handed me a Verizon sheet that states:
Important Information
You can cancel service within 14 days of accepting the Customer Agreement without having to pay an Early Termination Fee as long as you return any equipment you purchased at the time you accepted the agreement. THIS SUPERSEDES ANY CONFLICTING PROVISIONS IN YOUR CUSTOMER AGREEMENT.
Granted, this guy didnt know much about the Xoom etc. It may not be till tomorrow before we are really sure what the return policy is on this thing. Given it is not subsidised, the above policy doesnt really make a lot sense.
In terms of insurance plans, the big difference is that Verizon's has a $129 deductible, whereas Best Buy has no deductible. You can do what you said, by activating service for the sole purpose of the insurance (assuming they don't catch you), but the combination of that one month ($10) and the deductible already puts you $30 over the cost of the one year Best Buy insurance policy (the real one, not the standard one).
This is correct and what I'm doing as well.I'm planning on buying at Costco with my Amex card: 90-day return, and an extra year of warranty via Amex.
