Why are most of my apps not responding or freezing on my Nexus 7 (2013)?

I have had this device since around May 2013 and it has been working perfectly. That is, until last night when the screen failed to respond to touch. I had to do a hard reboot and when I can get into the device the google widgets don't populate, notifications don't pop up, several apps either won't open, crash on opening, or open but remain blank. Very few google apps work and it has frozen on the settings menu as well as Chrome. I have no idea what's wrong!
 
Welcome to Android Central! I assume by hard reboot, you don't mean a factory reset, right?

If that doesn't help, try booting into Safe Mode, which temporarily disables all 3rd party apps. https://support.google.com/nexus/answer/2852139?hl=en

If the problem disappears in Safe Mode, then something you installed is causing the problem. You may have to uninstall apps one by one until the problem disappears. If the problem persists in Safe Mode, then it's more likely to be a hardware or firmware problem.
