Why aren't the exceptions I set for DND (starred contacts) not working?

I hate being beeped by my phone all day, especially at work. Do Not Disturb sounded like a great solution. I set up exceptions so my family and work contacts could call or text.
Except, this functionality doesn't seem to work. There was a big family emergency today that absolutely required my presence. Everyone was frantically calling and texting me. And I didn't hear a thing! Kind of an epic disaster, to be honest.
Later, a family member helped me troubleshoot. I tried restarting, resetting, and several other things, but I still heard nothing when she sent texts or called.
I have Android 11 on a OnePlus Nord. Yeah, it's a cheap phone but the user guide says the feature is supported.

Ideas? Suggestions? This is a pretty big problem for me.

Try using contacts not starred

Good idea, but it didn't work. I switched it to contacts instead of starred and restarted my phone, but I still don't receive notifications from family members' text messages.
This is a real problem! I get to choose between either get distracting spammy notifications all day or cutting myself off from people who might truly need to contact me.

Send a error to one plus because DND is backed into the software and only they can provide a fix for this in a software update
