Why can't I receive calls on Samsung Galaxy S6

Hi, I bought a new Samsung Galaxy S6 last week and since I have gotten it I am having trouble receiving calls and tekst messages. It says that the phone is switched off but it not. Have had all the setting checked, gotten a new sim card and have done a factory reset. Anyone have any suggestions? Thanks
