Why can't VZW Galaxy Note 2 be connected as media device immediately when plugged into PC?

Why can't VZW Galaxy Note 2 be connected as media device immediately when plugged into PC? (instead of showing up as "connected as installer" first)

It takes 10 to 20 seconds before changing from "installer" to "media device" which is very annoying.

By comparison, when I plug in my Samsung Galaxy Tab 2 10.1 into my computer, it automatically shows up as media device and I can start transferring files immediately.

Not trying to sway you or anything but my rooted/ROM'd Note 2 always comes up as a media device. Beans 12 ROM.

before I rooted and put beans on there mine did the same thing. Yea it was a nuisance but not anymore. I'm sure it's a setting (maybe in the developer options)
