Why do my downloads on play store say pending but never download?

I want to download a game and it says download pending but it never downloads?

Here's what I did on my Android 6.

1. Cancel all downloads.
2. Go to Play Store > My Apps.
3. Click Update All. Once you see an arrow that indicates something is being downloaded, click the CANCEL on your updates.
4. Download the App that you want.

It works.

I got the answer now.... You have to cancel all updating application on your Google Playstore.
Just click the icon Google Play and Click the button on left side of word google play...
Just go on My apps & games then click the tab INSTALLED. Kindly stop all updating Installed Apps here .

after that disable ur playstore
after that u will get a msg that i want to use old version
confirm that
now u can download anything from play store

"Download pending..." Solved!
I downloaded Google Play Store from my PC. Then copy and pasted in device via USB Cable Connection. Installed it! But there was still download pending problem. I went to Google Play Store App Info and Cleared Data and Caches then I did the same with Google Play Services and Download Manager, then I uninstalled Google Play Store updates and reset it to Factory Settings. And Problem Solved!

Phone: Gionee F103, Android 5. (Lollipop), ARM64
This problem has completely baffled me. I am going to replace this phone as I have spent 5 hours non-stop on all fronts trying to resolve this.

1. Clear Cache, Clear Data, Disable, Reboot all google Play services, Store, Download Manager, WebView components etc.
2. Factory Reset (which in all fairness should actually be the last straw and logically work; but it doesn't)
3. Manual download from APK mirror appropriate versions of:
- Google Play Services (-240)
- Google Play Store
- Google App
- Android System WebView

Countless Reboots and another repeat of steps 1-3 end up with the same result: If try to update existing apps, update a single app, or install a new app it stays forever in "Downloading". The notification panel shows the status of Download Manager which is "Paused"

I am extremely curious why this is happening and I cannot think of any other alternatives.

I have the same problem but seems something is related with Oculus Rooms (also if you have battery drains it's the same problem) after I uninstalled all apps related to it, reboot now I can download everything again in Google Play, yesterday was impossible for me

Hi !!!!!!!!!!
I had same problem and work on it about 6h removed all google apps removed all datas even reflash phone but finaly i fixed mine and hope it happen to you.!!!
1.stop all downloads
2.turn off wifi
3.reboot phone
4.turn on mobile data
5.start one of downloads
if it works > switch of data and continiue with wifi
