Why does my Galaxy Tab 4 8.0 keep restarting

I have tried to restore factory settings, but it just restarts in the process and won't proceed. I have tried turning it off and holding power and volume up when restarting, but it just restarts. On most restarts, it jumps back to a date about a year ago. Whenever I try to use it, it just restarts. Can I take out the battery and put it back in? If so, how?

My Galaxy Tab 4 does the same thing. If I turn off auto sync, it works fine. Haven't figured it out yet.
