Why is my GPS saying I am in one location when I am in another?

Weird GPS issue HTC One M8 Verizon

Ok so I have a wierd issue. I havea verizon HTC One M8. In one location only the phone thinks I'm in South Dakota, but I'm in new york. It switches the time zone and everything. Once I leave and get a mile or so away I can refresh and the location is what it should be. same results on wifi and cellular. it has the correct location for about 3 or 4 minutes then changes itself

I have:
Cleared phones cache
Uninstalled the maps update
updated the phone to latest OS



any ideas what could cause this?

Bad cell tower. Contact Verizon (and good luck - most of them don't know GPS from SMTP.)

Are using any VPNs (Proxies)?!
