Why is my record button greyed out and why can't I record videos?

I've noticed lately that my record button on my Samsung Galaxy S8 is greyed out and no matter how much I tap or hold it I am unable to record a video. I am also unable to record a video through fb messenger, it will clear the recording after I release the button.
