Why is my screen oversized, Overlapping, and driving me crazy?

[AC Question]

All of my icons are shifted to the left. They are Overlapping and I can't open some of fhem. I have changed sizes, rebooted the system, cleared cache and nothing. Some of my apps are running super slow how do I fix all of this?
