Wifi stuck on "Turning On" Samsung Galaxy S4 I19500

I have a Samsung Galaxy S4 i19500 and ive had this problem for over 2 weeks now. Ive tried restarting the phone, taking out the battery, formatting it, returning it to factory settings and I even tried rooting the phone and deleting both Data/Misc/Wifi and System/Etc/Wifi wpa_supplicant.conf. As a last resort I Changed my ROM to CyanogenMod and the problem still persists.

Well, I do know there are fixes for this. Search for Wifi stuck on "Turning On" Samsung Galaxy S4 I19500 on YouTube. Found a large amount of content on that. But go back to the stock ROM and apply those fixes. If you did not make a backup, then you dead. You could flash someone's backup of the stock ROM for your phone. The other option is to........ use you data. Or buy a Nexus 5 or a Nexus 6. You don't have many issues if any on that phone. I feel bad for you though. That must suck. No Wi-Fi. If you need help with getting the backup to your backup area on the sd card let me know. I have done it before.
