Why is no pin entry keypad coming up after restart?

1. Takes 3 restarts most the time to get the secure start-up pin screen to pull up the key pad. Phone just sits there making a click ever 6 seconds until 3 restarts. During initial setup the fingerprint & PIN was setup but after the first of the "took 3 restarts w/no pin keypad and six second click attempt" I turned fingerprint off

#2. Potentially resolved by testing working install on Firestick and it has exact problem also:
2. Cinemabox HD app will not play videos. Error is consistiently long buffering then "Sorry but there was a error encountered while loading this movie". This is usually caused by a VPN like Opera Max which I promptly turn off but is not the issue currently. Tried uninstall & reinstall but install button does not work now. Had same buffering / no loading issue previously with S5 over the summer & also with moody app install button which took several uninstall & reinstall attempts.

3. Why are the only casting options it is friendly with are Google's idiotic flavor of chrome(devives) which can hardly do anything i.e. can you say Kodi? We use Firestick and Roku due to their more robust capabilities. Or am I missing something?

New in box T-Mobile locked LG V20 running very good otherwise variant.
So far thorough shake down is good with these 3 above problems.

This is my first LG phone after several Samsung's including S2's, S4's, S5 (loved it but apps due to limited amount of then not able to move to sd card outgrew its 16gb storage and the Samsung 256GB micro SD card) and 2 Galaxy Tab 10.1's & a few of us have Galaxy Tab 7.0's , but my middle son also has the V20 after getting caught up in the notorious Note 7 Recall fiasco twice.

Have you tried resetting Security in the Settings? I always use a pattern (my brain is full of more numbers than I can handle already).

You were headed in right direction. There was a secure boot up type lock called something similar in settings, display which was additional pin set up on initial setup at first startup that was causing this. After turning this off and just using screen lock the problem vanished.

Re #3 Does that much recently hyped Plexus app cast only video resident on storage and webserver drives connected to routers / PC's via OR can it also cast and do web site browser url hand offs (for ones which feature it) like AllCast, AllConnect or Web Video Caster & Local Cast apps on Play store to UPNP devices on your Wi-Fi network like Blue Ray web enabled DVD players, Smart TV's Kodi boxes or Firestick's?

Here in 2020, I just experienced the problem stated in #1 above, no keypad to enter PIN. Many thank to Shaun, his suggestion worked, although it took many more tries. My device was an LG K20. LG tech support could only suggest that I do a master reset. I followed the power off advice from Shaun about 20 times, changing a few things like "time before trying another poweroff", i.e. I was waiting for the 6 sec clicking to start...took a few minutes to begin. Finally, I happened to tap the screen near the text about settings and the keypad magically appeared! Don't give up. I really appreciate forums like this for deep problem solving.
