Why won't my M8 hotspot remain on?

My M8 hotspot will not remain on.

I have my hotspot set to "Always Power On", the other options I don't use are turn off hotspot after 5 and 10 minutes of idle. I've reset my LAN settings several times, even in between switching from all 3 settings. It seems once I temporarily changed the setting from Always On, it's never been able to always remain on. Very frustrating. Power cycling my phone in between hasn't helped. Reducing the number of allowed user hasn't helped. Airplane mode toggles, hotspot toggles, mobile data toggles, none help. Can you help?

Make sure you don't have wifi set to sleep - it should also be always on.
