Why won't my Samsung Galaxy S3 mini fully charge and why does it discharge while plugged in?

Samsung Galaxy S3 mini won't fully charge/ Discharges while plugged in

My S3 mini gets to about 35% battery and then starts discharging, while still registering that it's plugged into AC. I have a battery monitoring app, which shows the discharge rate actually goes up by about 2%/hr when I plug in the charger.
I've tried a different battery and different charging cables and neither fixed the problem. The battery also charges fine in other phones, but when I put it back in the S3 mini it says "battery critically low", and the problem repeats itself.

Any ideas on what to do?

Have you tried uninstalling the battery monitoring app ? Even the best of them can interfere with "normal service".
