Could you rephrase the question? Did you turn wifi off and it gets turned on?

Yes I turn off wifi and it re activates itself.

Have you recently installed any "location based" apps, or perhaps any widgets which might require Wifi on? If you turn it off, how long before it comes back on? Have you cleared "cache" on your phone?

I have a few location based apps but they run off 3G. This happens at least once a week.

That is probably what is causing your issue. One of the apps you recently installed probably has wifi turn on in order for it to update or function. Try uninstalling one app at a time until you find the one that is turning wifi on.
