Why am I unable to send picture Message on my Samsung SG3 i9300?

Cannot Send Picture Message on Samsung SG3 i9300

Hi All,

I have been unable to send picture messages however can receive them. I have contacted my carrier who has checked my data pack, wifi on and off, power save mode on and off, 3G + H and signal strength. APN and settings are all correct which have been installed via text message and manually twice each, turned the phone on and off several times and checked it with 2 new sim cards and it still doesn't send picture messages.

Any advice or ideas?
