No calls/texts for hours, but come all at once later on

Four times in the past two months I've had several people try to call/text me over a period of couple hours, but phone never rang and texts were never received until hours later or until i restart my phone or text myself. I've had my phone for 8 months and it has stayed unrooted. Could the AT&T service be the issue?

Hasn't happened with phone calls, but happens with texts. It's gotten to the point where people will call to see if I got their text. Shouldn't be my phone, because I haven't done anything out of the ordinary, its stock, not rooted.
