Why doesn't my tablet N5100 turn on or charge?

my tablet N5100 doesnt turn on or charge

when i wanted to factory reset ,my tablet N5100 doesnt turn on or charge..i did all ways in website.i raplace the battery cable..is it enough or i should replace the battery?
