How to remove "Background Data Restricted" notification on Lock Screen?

I just updated my phone to Android 5.0.1, and it now shows a giant "Background Data Restricted" notification bar on my Lock Screen. This notification bar is taking up a giant portion of my lock screen and is pushing my time/weather/etc. to the top of the screen, making it very small and hard to see. When I open my lock screen I don't want to see "Background Data Restricted," I want to see the time and weather. How do I get rid of this notification bar other than enabling background data again?
