If I allow notifications, does the app run automatically

I notice a lot of apps ask if notifications are permitted... What I'm wondering is, does this mean that if I restart my phone and haven't even loaded that app yet that some sort of service for that app is running? Perhaps in the background or at some interval in order to generate notifications?

I noticed on Android 5.1 for G4 on Verizon I can disable notifications for individual apps, which is more to know but I'm a bit more interested in how things actually work

If, say, a text comes in, Android will run the texting app and let it send you a notification if it's set to notify you, then let it close. Same with email, phone calls, etc. (Except that Phone doesn't have a "don't ring" setting, it has its own volume control.)
