how to transfer from Samsung Galaxy S3 to windows 10 computer?

I cannot download pics from mobile device to computer...what's the answer.

Welcome to Android Central! Connect via USB, then swipe down the notification panel. Tap the USB icon or notification, and make sure MTP or File Transfer is selected. Then on the PC, open Windows Explorer and open the phone in the device list. The photos taken by the camera should be in the /DCIM/Camera directory. You can drag and drop the files as you normally would.
