Can't get Kids Mode to start (have never been able to)

I have an older tablet, a Samsung GalaxytTab 3 Lite (model sm-T110) Android version 4.2.2

I would like to load some kids apps on it for my daughter but ever since we bought it new several years ago, the Kids Mode has not worked. I can't get it to download or activate. It just says:

"Alert: Currently unable to Download. Please try again later."

Try clearing the cache and data in the app settings for that app of possible. If not maybe try sideloading an apk for the app
