samsung fast charge 10000 is on but will not accept charge or charge phone

have tried numerous cables and many different devices
the powerbank has 3 led lights lit up but will not charge

Does the powerbank specifically say that it's compatible with PD (power delivery)? If not, it might not be usable on a Samsung device. (Try using the charging cable that came with the phone.)

If the powerbank simply doesn't work, have you charged it? (A powerbank is simply a lithium polymer battery [plus some circuitry] - it has to be kept charged, and you shouldn't discharge it below 40%, the same as any lithium polymer battery [like thew ones in your other devices].)
