MMS and mobile (background) data

If I have mobile data turned off in settings (i.e. using exclusively wifi when available), does this also mean that my smartphone won't be able to receive MMS? If so, do I get some kind of a prompt (or only the text part of the message) so that I can turn it on temporarily only to receive the MMS waiting to be delivered?
In any case... does the setting to disable background data transfer (on cellular networks) affect MMS in any way (it is a "background data" in a way)?

I know you can't send a message via Wi-Fi with mobile data off. I suspect the same is true for receiving as well. However, why disable mobile data while Wi-Fi is enabled? While on Wi-Fi, no data is counted towards your mobile data limit, it defaults to Wi-Fi.
