Has anyone ever had their Android phone say Message being Transcripted?

What does it mean when someone calls me and leaves a voice message and when I go to retrive the message it says "Message being transcripted"

Yup, sounds like you have a transcription service enabled. Google Voice will do it automatically (if you're using a Google Voice number, and, I assume, Project Fi does it too), and some carriers will charge a separate fee for 'Visual Voicemail'.
