My HTC Desire is set on emergency calls only. How do we get back to normal calls?

when we turn the phone on the entry screen says emergency calls only

Welcome to Android Central! Does this persist after a reboot? If you can't shut it off normally, press and hold Power for 10-15 seconds until it shuts off. Then wait 10 seconds, and power back on. Or, if the phone has a removable battery, take it out for 10 seconds, then put it back in and power back on.

Do you get service if you put your SIM in another phone? If not, you might need to get a new SIM from your carrier.
