Can apps be re-installed (data/settings too)?

Is it possible in Android Nougat reinstall apps w/o first uninstalling and then making a new installation? Possibility to re-install could fix some UI and Launcher related probs while preserving data and settings..!

Also, if the Google Play Store apps and default System apps are being backed up to G-Drive w/ automatic restore enabled, does that ensure that they will be re-installed w/ all data and settings intact (from the backup)..?

I actually tried this and removed a default system app Clock that had a recent backup in G, but after in/install cycle the app data and settings were *not* preserved?

When changing phones I use Helium to backup app data. You can also backup the apps but that takes a lot of time and space. So I prefer downloading the apps from Play Store and than use the backup for the data.
