Default weather app

I removed the default weather widget from the home screen, but anytime I look at which apps are running, this one is always there. I Stop it, but if I look again later, it is back running. Any way to disable and why does it keep starting up?

Being as it is the default, I am not sure there is a way to completely turn it off or get rid of it without rooting.
I have not noticed it taking alot of power or RAM on mine.
