Droid Turbo 2, can't turn WIFI notifications off

I recently allowed the recent update to run on my phone. Since then, I keep getting WIFI notifications. I have all of the settings set to off in my WIFI settings (with the exception of having WIFI on). I have "Show Wi-FI pop-up's" turned off. Then in "Advanced" I have it turned off at "notify me when Wi-Fi is available" and "Show Wi-FI status in notification panel". Why do I keep getting notifications when I drive by a place that has Wi-Fi?

Welcome to Android Central! Check any Verizon-branded preinstalled apps on the phone to see if they have any kind of wi-fi hotspot detection option. Or an app from Comcast/Xfinity (if you subscribe to their broadband service).
