how to turn off emergency alerts on pie?

I previously had the loud emergency alerts turned off but with the update they were turned back on. Can't find where to turn them off again. Got several really loud amber alerts middle of the night. Thanks for any help!

I just had to do this today but with emergency alerts. We had a blizzard here in Denver yesterday and today, I was getting emergency alerts warning to stay away from certain roads in the area. Those roads were nowhere near where I am today so I turned off the alerts.

On my Galaxy S9 I have these settings under Message app (messages-settings-notifications-emergency alerts) .
BUT...Emergency Alert toggle is not active! It's switched on and I can not change it (in gray color). Neither can I open any place where these 3-4 alert options are listed.

Phone search engine don't find anything regarding emergency or Amber.

I'm using dual sim. One of them is AT&T prepaid sim and other from EU.

Any idea why this option is not active or what feature is blocking it? I received Amber alert two days ago so its working.
