Icon question and SMS question

Stock ATT S4

In the notifications area I have what looks lilke a CBS eye with 3 little antennas. Any idea what it is?

Second, my stock SMS icon shows I have 1 unread message, yet I have read all. New phone so I only have 3 people I've messaged. Seems like I have to delete the last message received or sent to get the number to go away. Am I missing something in the setup?

Found the "eye" . It is what tracks to see if I am looking at the screen.
