Does the S8 (or Android in general) use other cellular networks for emergency calls?

Recently got an S8 and sometimes it shows Emergency Calls Only. Usually it will show LTE or E and work just fine, but occasionally it will switch to just plain signal bars and won't let me make calls or anything. I can go into my settings and search for and select T-Mobile as my network and that will often fix it.

I'm thinking that this is just the phone detecting other networks like Sprint or AT&T and showing that I can call 911 or something when I don't have T-Mobile coverage. While handy, it's pretty annoying to see signal bars but not be able to do anything.

Just wanted to confirm that this was indeed the case. I really don't think it's a hardware issue (if any issue at all) because I usually do get usable LTE or E coverage (No 3G though it seems).

The phone is a Samsung Galaxy S8 Factory Unlocked running on Tracfone with a T-Mobile compatible SIM.
