"Always Allow" charges popup won't work

[Android Central Question]

Whenever I would send messages to my local carrier, it would prompt a dialogue box with "Messages would like to send to ***" with a sub text "this may cause charges on your mobile account" with two checkboxes for Always Allow and Never Allow. Whatever choice I pick, it won't work. The prompt box would again show up. It's irritating.
