Am I blocked?

[AC Question]

i need to get a hold of someone I'm worried about. I know he sometimes turns his phone off for a couple of days anyway.
I have sent a WhatsApp but it has not delivered and when I ring his phone, I turn my caller ID off and put 141 in front of the number. The phone rings once then goes to EE voicemail.
Is his phone off or am I blocked? How could the call not go through if I'm hiding my number?

Many phones have the option to block (send to voicemail) all calls with hidden caller ID.
