Not complaining. just want to know if anyone has seen or messed with this variant before and if there is anyway to build a Update to 13 or 14 or get a DSP apk installed in the rom itself.

Welcome to Android Central. Your best option would be to check XDA for anything related to custom ROM. Unfortunately you probably won't find anything there either. These no-name head units are usually garbage that won't work properly no matter what ROM they have.

Thanks for the welcome. Well it's not like itd a bad radio other then no DSP or visually seeing the the volume outside of the stock UI. Other then that it's not bad. I remember when I would root HTC phones when they were side by side with Samsung and the AOSP was so out of wack we would have to re flash everyday for a fix.
