Sound like you are a huge Google fan! ME TOO! and I didn't blame on Google for my issue tho. In term of Hardware issue or T-mobile's issue. You didn't indicate why or why not. I'm not the only one with
T-mobile network, and complain about the poor signal. You can read more in this thread

If the problem is the carrier, there will be tremendous more people complaining. In the thread I post, there is one person who got his perfect signal after the replacement. (If you read it, you will see it), and
he is certain it's the hardware issue because all he did is to change a phone, he did not change a carrier. Of course, there are some people still having the signal issue after the replacement, do you know
how the replacement work? You are not going to get a brand new phone. What you get from your replacement is the old phone that ppl RMA, and the RMA phone is fixed by the manufacture. It's most
likely about chances, and quality control. and I know exactly what my issues are
1. poor signal (without dropping call)
2. buzz sound when I click randomly
3. drain battery most likely cause by the poor signal.
If Google is so certain that the problem is carrier ( like you), then I won't be getting my replacement. They told me I should talk to both of the company (Google and T-mobile), and if you know how a
huge company roll in this world, the only answer you will get it's that Google is going to say T-mobile got some problem, and T-mobile will blame on Google. This is not a joke, this is just how the reality
is. If Google can not be so certain that the phone poor signal is cause by T-mobile, you shouldn't be so certain too....
My sister use T-mobile too, and I compared the signal side by side, my signal is weaker as well.
I consider myself lucky that my poor signal is not as severe as others. Also, why would I want to settle if my phone does not satisfy me?
Again, if you can go google about the nexus 4 signal issue, I'm not certain if it's the carrier or the LG hardware, but it's NOT Google.
