Available Memory Accurate?

My Sensation indicates 563MB of memory available. Isn't it supposed to be 768MB available? Is the difference due to OS overhead?

Then why is it that of that 563MB around 480MB is already used despite no programs running?

I think this may explain why I frequently see the HTC green letters of load all the time.

The only time you should see the HTC logo is when powering up or powering down your phone. If you're getting this intermittently, something is wrong with your device.
