Caller ID Block with 4.3

My coworker is trying to block caller ID on his Note 2. I had a S4 before and remember it being under call settings and then additional settings. He doesn't have additional settings. Have they changed this on 4.3?

It should be under Settings > Device > Call> Call Rejection and then set up the numbers to reject.
