Cant download or install on my LG K8 V

I cant get my LG K8 V to download or install an I still have memory on my phone and sd card, I know i have data an it is on. Ive even tried to do this over over WiFi, but it just continues to buffer or say still down loading. But i cant find how to clear the the data an cookies

Try clearing data for the Playstore and Downloads Manager apps.

Clearing browser data is done via the browser settings menu - three dots or bars top right - , Privacy....although it's not necessarily a good or desirable thing to do.
